The “Regulations on the Management of Urban Road Lighting Facilities in Nanjing” has been approved and approved by the municipal government executive meeting on June 24, 1999. Relevant laws and regulations, such as the Regulations on the Administration of Urban Road Lighting Facilities, shall be combined with these Provisions. Article 2 These Provisions apply to the planning, construction, maintenance and management of urban road lighting facilities within the administrative area of this Municipality. Article 3 The term “urban road lighting facilities” as used in these Regulations refers to street lighting and distribution used for urban roads (including streets, bridges, tunnels, and public parking lots), residential quarters, parks without tickets, green spaces, etc. Facilities, light poles, lamps, underground and underground pipelines, working wells, and lighting accessories. Article 4 The principles of unified planning, coordinated development, construction, management and maintenance shall be implemented in the construction, transformation, maintenance and management of urban road lighting facilities. Article 5 The Nanjing Municipal Public Utilities Bureau is the administrative department in charge of urban road lighting facilities in this Municipality. The Nanjing Street Lamp Management Office (hereinafter referred to as the Urban Road Lighting Facilities Management Organization) is responsible for the routine maintenance and industry management of the city's urban road lighting facilities. The county administrative department of road lighting facilities shall be responsible for the maintenance and management of urban road lighting facilities within its jurisdiction. The departments of planning, construction, public security, industry and commerce, finance, price, garden, housing management, telecommunications, land, city, power supply, etc. shall, within the scope of their respective duties, cooperate with the competent authorities to do a good job in the management of urban road lighting facilities. Article 6 Encourage and support the scientific and technological research of urban road lighting facilities, promote new technologies, new light sources, new equipment and computer automatic monitoring technology, and improve the scientific and technological level of urban road lighting facilities. Article 7 Any unit or individual has the obligation to protect urban road lighting facilities and has the right to stop, report and sue for violations of these regulations. Chapter II Planning and Construction Article 8 The city's urban road lighting facilities planning, construction, renewal, and transformation plans shall be formulated by the municipal construction administrative department in conjunction with relevant departments, and submitted to the city's medium- and long-term plan and annual construction plan after being approved by the municipal people's government. The municipal administrative department of urban road lighting facilities is responsible for organizing the formulation of the annual construction plan for urban road lighting facilities. After approval, the municipal urban road lighting facilities management agency is responsible for the specific implementation. Article 9 Urban road lighting facilities shall be planned in a unified manner, with urban road construction and new district development, old city reconstruction, and residential community construction supporting construction, and shall be implemented simultaneously. Article 10 The construction funds for urban road lighting facilities shall be raised by various means such as government investment, loans and fund raising. Article 11 The design and construction of urban road lighting facilities must conform to the relevant technical standards and technical specifications of the State and Shengcheng City. The project quality supervision system is implemented in the construction and reconstruction of urban road lighting facilities. Article 12 The construction unit shall, within the three months from the date of completion of the construction and reconstruction of the urban road lighting facilities, such as the acceptance and transfer of the declared construction facilities by the construction administrative department, and the administrative director of the city's urban road lighting facilities. The department provides relevant information. The construction and reconstruction of urban road lighting facilities can only be handled after the acceptance of the city construction administrative department and the municipal urban road lighting administrative department. After the project is handed over, the maintenance and management unit entrusted by the municipal urban road lighting administrative department shall be responsible for maintenance and management, and the maintenance funds shall be arranged in the following month. If the project is not accepted or the acceptance is unqualified, the handover formalities shall not be handled, and the original construction unit shall be responsible for the maintenance and management. Article 13 Units that undertake the design and construction of urban road lighting facilities shall have corresponding qualification levels and undertake the corresponding urban road lighting facilities design and construction tasks according to the qualification level. Article 14 The light poles in urban road lighting facilities can be divided into special poles and combined poles. The power poles on both sides of the urban road that meet the conditions of urban road lighting facilities shall be used without prejudice to their functions.
